Finance Department

The Finance and Accounts Department of the National Root Crops Research Institute (NRCRI), Umudike, plays a vital role in ensuring sound financial management, accountability, transparency, and effective resource utilization across the Institute. The Department is responsible for the accurate recording, processing, analysis, reconciliation, and reporting of the Institute’s financial transactions in accordance with applicable government financial regulations, policies, and accounting standards.

Through effective financial planning, monitoring, reporting, and control, the Department provides reliable financial information to Management, the Federal Government, auditors, and other relevant stakeholders to support informed decision-making and the achievement of the Institute’s mandate.

Organizational Structure

The Department is headed by the Head of Finance and Accounts, who provides overall leadership and coordination of its activities. The Department operates through two principal divisions:

  • Finance Division
  • Accounts Division


Each division is headed by a designated senior staff member and comprises specialized units responsible for specific aspects of the Institute’s financial operations.

In total, the Finance and Accounts Department comprises eleven (11) specialized units, each headed by a designated Unit Head. The Finance Division has four (4) units, while the Accounts Division has seven (7) units.

FINANCE DIVISION

  1. Cash Office Unit

The Cash Office is responsible for managing the Institute’s authorized cash transactions and maintaining appropriate cash records. The Unit maintains the cash book and petty cash book and facilitates approved payments to staff, creditors, contractors, and other authorized third parties in accordance with established financial procedures.

  1. Revenue Unit

The Revenue Unit is responsible for maintaining accurate records of revenue generated by the Institute. It monitors revenue from the sale of research outputs, agricultural produce, services, and other approved revenue sources, ensuring that collections are properly recorded, accounted for, and remitted into the Institute’s designated accounts.

  1. Grants Unit

The Grants Unit manages financial records relating to externally funded research projects and grants. It ensures that grant funds are properly recorded, monitored, accounted for, and reported in accordance with approved project requirements and applicable financial guidelines.

  1. IPPIS Unit

The IPPIS Unit serves as an important liaison between the Institute’s staff and the Integrated Personnel and Payroll Information System (IPPIS). The Unit facilitates the resolution of payroll-related issues, supports the processing of staff salaries and personnel emoluments, and works to ensure that identified discrepancies are promptly addressed.

ACCOUNTS DIVISION

  1. Other Charges Unit

The Other Charges Unit handles the processing and management of various financial transactions and supporting documentation. Its responsibilities include:

  • Receiving, sorting, and processing financial correspondence and documents.
  • Preparing and processing various types of vouchers, including:
    • Cash Advance Vouchers
    • Duty Tour Allowance (DTA) Vouchers
    • Out-of-Pocket Expenses (OPE)
    • Standing Imprest
    • Reimbursement of Imprest
    • Contract Vouchers
    • Retirement and Journal Vouchers
  • Maintaining and updating vote books to ensure accurate monitoring of expenditure.
  • Reviewing, checking, and controlling financial vouchers.
  • Dispatching processed vouchers to the appropriate offices and authorities.

  1. Payroll Unit

The Payroll Unit is responsible for supporting the effective administration and documentation of staff payroll activities. Its responsibilities include:

  • Updating personnel expenditure records with monthly payslips.
  • Distributing payslips to staff.
  • Supporting the computation and documentation of applicable tax obligations.
  • Processing National Housing Fund (NHF) documentation and related records, including those required for retiring staff.

  1. Central Stores Unit

The Central Stores Unit is responsible for the effective management and control of the Institute’s stores and inventory. Its functions include:

  • Managing and maintaining Institute inventory.
  • Receiving and documenting incoming items.
  • Issuing materials and supplies to authorized personnel.
  • Ensuring the proper custody and safe storage of Institute property.
  • Facilitating the recovery and documentation of Institute assets.
  • Maintaining daily records of issues and releases.
  • Preparing annual stock returns.
  • Conducting periodic and annual stocktaking exercises.

  1. Reconciliation Unit

The Reconciliation Unit ensures that the Institute’s financial records correspond accurately with its banking records. It undertakes periodic reconciliation of the Institute’s cash books with relevant bank statements, including records relating to:

  • Capital funds
  • Overhead funds
  • Other designated accounts and financial transactions

This process helps to identify and resolve discrepancies while strengthening financial accuracy and control.

  1. Final Accounts Unit

The Final Accounts Unit is responsible for maintaining comprehensive accounting records and supporting the preparation of the Institute’s financial statements. Its responsibilities include:

  • Maintaining individual staff ledgers.
  • Recording and monitoring staff advances and their retirements.
  • Maintaining records of the Institute’s assets.
  • Preparing the Institute’s annual financial statements and financial reports.
  • Supporting accurate financial reporting and statutory accounting requirements.

  1. Purchasing Unit

The Purchasing Unit supports the procurement of approved materials and work-related supplies required by staff and the Institute. Its responsibilities include:

  • Processing approved purchases for authorized staff requirements.
  • Maintaining comprehensive records of purchases and related transactions.
  • Supporting proper documentation and accountability for procurement activities.

  1. Budget Unit

The Budget Unit supports the preparation, implementation, and monitoring of the Institute’s annual budget. It works closely with Management and relevant planning and budget personnel to ensure that budgetary provisions appropriately reflect the Institute’s programmes, activities, and operational priorities.
