Overview of Administrative Department
The Department is in charge of staff matters and ensures proper harnessing, organizing, coordinating of human and material resources of the Institute towards achieving its mandate. The department is divided into different units for efficiency and sustainable high productivity through the principles of division of labor. Each unit has a unit head who performs specific functions under the coordination of the Head of the Department.

Personnel Unit:
This unit performs the following functions:
- Writing briefs for senior staff promotion, conversion, and advancement.
- Implementation of staff disciplinary measures.
It takes charge of legal matters that affect the staff and the Institute.
Senior Staff Matters:
This unit is responsible for writing briefs for advancement, conversion, and promotion of senior staff; and short-listing of senior staff due for promotion each year.
Junior Staff Matters:
This unit has the responsibility for writing briefs for advancement, conversion, and promotion of junior staff; and short-listing of junior staff due for promotion each year.
The Registry (Open and Confidential):
The Registry remains the nerve center of the Administrative Department. It opens, allocates, records, classifies, indexes, keeps custody of files of all correspondences for easy identification and location, and provides files on demand. Also, the registry receives and dispatches mails.
The unit is subdivided into Open and Confidential Registries. The Confidential Registry is responsible for subject matters and confidential records of staff of the Institute, while the Open Registry keeps open records of all staff of the Institute.
Pension:
The Unit has the responsibility of ensuring that gratuity and pension or death benefits are paid to staff of the Institute who are engaged on pensionable and permanent appointments.
Estate Management Division:
The Division is in charge of the Maintenance services of the following:
General compound maintenance including grounds/lawns/internal roads.
Maintenance of the hedges, boundary demarcations, fencing, open spaces, etc.
Erosion control within the official and residential areas.
Maintenance of the coconut plantations.
Records and Establishment:
The unit keeps and updates staff records of service. This includes comprehensive information about career progression, information about staff and their families.
Medical Clinic:
The unit undertakes comprehensive healthcare delivery services to the staff and the immediate communities, maintaining good sanitary conditions of the office areas and quarters of the Institute.
Transport Unit:
This unit takes charge of the Institute’s fleet of vehicles. It allocates the vehicles to schedule officers for official assignments as approved by the Executive Director.
Security Unit:
The unit ensures that the human and material resources of the Institute are properly safeguarded to enable the Institute to attain and sustain its mandate.
Current Staff Strength:
The current Institute staff strength stands at One Thousand Three Hundred and Seven (1307) consisting of 630 females and 677 male staff. This number is spread among the Headquarters and the Out-stations.
